New All Indonesia App Causes Confusion For Tourists Arriving Into Bali

The launch of the new All Indonesia application aimed to make it easier and more straightforward for tourists to manage their pre-arrival paperwork for travel to Indonesia.

However, the new system has left some Bali tourists confused as to what is expected of them prior to arrival.


The new All Indonesia application is exclusively for travellers to Indonesia to complete their Arrivals Card documents, which include customs and health declarations. Despite its name, this is not a one-stop destination for all pre-arrival paperwork.

The All Indonesia application does not replace the need for a visa, nor does it cover the Bali Tourism Tax Levy, both of which must be completed separately from the arrivals card issued by the All Indonesia app.

As explained by Indonesia Immigration, “The All Indonesia application is presented to simplify the declaration process of international passenger arrival, as well as provide an easier, faster, and safer travel experience. Through this application, filling out the arrival form for immigration, customs, and excise, health, and quarantine arrival card is now integrated into one digital system.”

The new system came into effect on Monday, 1st September 2025, and is on trial at Jakarta’s Soekarno-Hatta Tangerang Airport and Juanda-Surabaya Airport, Bali’s I Gusti Ngurah Rai International Airport, as well as the international port in Batam. From 1st October, the system is expected to be utilized by all international airports and ports in Indonesia.

The Acting Director General of Immigration, Yuldi Yusman, issued a lengthy statement regarding the new system. He told the media, “All of Indonesia is a step forward in realizing efficient public services. With this application, the arrival process at the airport or port is not only shorter and safer, but also friendly for all passengers – both individuals and groups – including the elderly, the disabled, and children.”

Indonesia aims to provide the best experience for foreign tourists and Indonesian citizens from the very first step they take to set foot in Indonesia again. Therefore, we integrate the arrival card into this system.”

For tourists traveling to Bali, there are now three online steps that must be followed prior to traveling to Bali. The first is to apply for the eVisa on Arrival. For most tourists traveling to Bali, the 30-day eVisa on Arrival is the most appropriate visa category for their trip.

However, it is the sole responsibility of each traveler to ensure that they apply for, and are granted, the correct visa prior to travel to Bali. It is still possible to arrange the visa on arrival at Bali Airport, but tourists are being encouraged to apply online to help reduce queue times. Those who have been granted eVisas are eligible to use the auto gates at Bali Airport both on arrival and upon departure, which reduces immigration checks to a matter of seconds.

eVisas can be applied for via the Official Indonesia eVisa website. The website functions best on desktop, and browsers must have all VPNs and ad-blockers deactivated. This is also the same website where the application for visa extensions can be made.

Applications for the eVisa on Arrival can be completed for up to five people simultaneously. eVisas can be applied for up to 48 hours before travel to Indonesia, but it is recommended to leave 7-14 working days.


The next step can be started 3 days prior to travel to Indonesia, and this is the All Indonesia Arrivals Card. Passengers must download the All Indonesia application, and have their passport and travel itineraries at the ready. Once signed in, tourists must fill out the relevant declarations and travel questionnaires.

Following completion, travellers will be issued a QR code within the app that can be presented to Immigration or Customs officials upon arrival in Indonesia.


Finally, tourists must pay their Bali Tourism Tax Levy via the LoveBali website or app. Technically, this can be completed any time before departing from Bali Province, but it’s best to get it sorted prior to arrival.

The Bali Tourism Tax Levy is IDR 150,000 per person. Once paid, tourists will be issued a QR-code voucher that they must keep on their device throughout their stay in Bali, in case they are spot-checked by Tourism Task Force Officers.


In the coming months, it will also be possible to pay the fee at tour and travel agents. Additionally, payment is already an option at the dedicated counter located in the international arrivals hall at Bali Airport. However, many feel paying via the LoveBali website or app is far simpler. Again, since this is a government website, all VPNs and ad-blockers are deactivated.
